We advise you to exercise a high degree of caution in Kenya because of the high threat of terrorist attacks against Western interests in Kenya and high crime levels. We continue to receive reports that terrorists are planning attacks against a range of targets, including places frequented by foreigners.
The US Embassy in Nairobi has issued a warden message advising American citizens in Kenya to evaluate their personal security situation in light of continuing terrorist threats and increasing incidents of violent crime. It noted that terrorist acts may include suicide operations, bombings, attacks on civil aviation, and attacks on maritime vessels in or near Kenyan ports. It further noted that violent criminal attacks, including armed carjacking and home invasions/burglary, can occur at any time and in any location, and are becoming increasingly frequent, brazen, vicious, and often fatal.
In planning your activities, consider the kinds of places known to be terrorist targets. These include commercial and public areas known to be frequented by foreigners such as airports, clubs, restaurants, bars, schools, market places, places of worship, shopping areas, outdoor recreation events, tourist areas and expatriate housing areas. Foreign embassies, hotels and commercial airlines in Kenya have been targeted by terrorists in the past and they remain potential targets.
The incidence of violent carjackings and home invasions against Westerners is increasing and fatalities often result. Innocent bystanders have been killed and wounded in confrontations between police and suspected criminals.
Political demonstrations and rallies will be held in the run-up to presidential elections in late 2007. You should avoid all demonstrations and large public gatherings because of their potential to turn violent. You should pay close attention to your personal security and monitor the media for updates.
We advise you to exercise caution and monitor developments that might affect your safety in Cambodia because of the risk of civil unrest and violent criminal activity.
Media reports indicate that Cambodian authorities are continuing investigations and seeking possible further members of a suspected terrorist group after foiling an apparent plot to bomb the 2006 Water Festival celebrations in Phnom Penh.
